From September 23 to 27, the 43rd International Organization for Standardization (ISO)/Ships and Marine Technical Committee (TC8) Plenary Session and the 11th Marine Technical Sub-Committee (SC13) Plenary Session were held at the International Maritime University in Panama, where members from China, Cyprus, Denmark, Germany, Greece, Japan, Korea, Norway, Sweden, the United Kingdom, the United States and other countries joined together to cooperate to develop standards that ensure quality, safety and sustainability in the marine sector.
Mr. Qiu Guanglong, researcher of our institute, is an expert member of the Working Group on Coastal Blue Carbon (WG5) of the ISO Sub-Committee on Marine Technology. At the invitation of Mr. Michael Troescht, Chairman of the Organizing Committee of the meeting, Qiu Guanglong went to Panama City to attend the meeting.
In July 2014, ISO/TC8/SC13 was established. The current chairman is Academician Chen Dake, Second Institute of Oceanography, Ministry of Natural Resources. At present, the sub-committee has 12 participating member countries (P-member countries) and 8 observing member countries (O-member countries), and has established the sub-committees on “Submersibles”, “Marine Hydro-meteorological Observations”, “Desalination”, “Oceanic Desalination”, and “Oceanographic Observations”. Six working groups were established on “submersibles”, “marine hydro-meteorological observation”, “desalination”, “marine environmental impact assessment”, “coastal blue carbon” and “seabed exploration”.
The convening of the annual plenary meeting has promoted the exchange and cooperation among SC13 working groups, experts from member countries and liaison organizations, as well as provided comments and suggestions on the new draft international standard projects proposed by countries. Academician Chen Dake concluded the meeting with the hope that the Plenary would seize the hot issues of global climate change and the application of artificial intelligence in the field of marine technology to speed up the formulation of standards, give full play to the role of the platform of the Sub-Committee on Marine Technology, strengthen the exchange and cooperation with international legislative bodies, and improve the efficiency of standard-setting.
